That link doesnt tell me if its a San Diego or not...
How do I diferentiate between Claw Hammer and San Diego Cores without installing the chip first?

Use the search, Luke ...
The site lets you (a) filter and browse see what versions there are of whatever you're trying to find, and (b) enter an OPN and find what it is.

Nowhere do I see where it tells me what core it has....
ADA3700DAA5BN
Thats the OPN.. whats it tell you?

that's a san diego.
the 5BN gives it away. 5 means 1MB, BN is a late enough code for San Diego. If it said AS it would be a clawhammer.

which tells you the processor is from 90nm process, E4 stepping, with 1 MB L2 cache - which used to be codenamed SanDiego.

Okay.. next question...
Stay with the Dual Core 3800 or use the 3700 and OC the devil out of it. Water setup is a week away...

3800! They both seem to OC to within a few Mhz of each other.
or, try the opteron 165...it is dual core and overclocks like a champ. 1.8Ghz stock, but people have overclocked those more than 1Ghz (and I'm not talking about a few people, I'm talking many).
