I pondered the same question last month and bought a 148 from Zip Zoom Fly, as they typically have better CPU prices.

As far as CnC all I know is that it's still an option in my BIOS. Now whether or not my 148 "supports" it if I enabled it, who knows.

All Optys support cool n quiet.
But for the Opty it's called PowerNow! rather than CnQ. Since it seems to do the same thing - i.e. CPU throttling - I presume the different name is just part of maintaining a separate brand image.
It's a fixed optio in the BIOS but enabling it won't make it work unless the processor driver is installed. You need to download the proper Opty driver supporting PowerNow! from the list of Opty downloads.
