Alright, so the situation is this: I'm going to be building a machine to take with me to college (my senior HS year ends this june), and I'm going to try to keep it around $1000 (preferably slightly under). I plan to transfer my RAM over since its TCCD, and I plan to go 64 bit athlon, probably dualcore. I'm considering buying an opty 146 for this system, since by June i expect supplies will be rather low, and I'd buy the other components in june when their prices will be somewhat lower. Question is, to get good power/performance from the 146, would i need to break my budget getting a top of the line PSU and OC mobo?
Expenses Currently: ~17" LCD, good response time (probably going to try to get a samsung 730B used or something)
~Hard Drive(s), probably just basic 160GB SATA drive for movies, etc, and an 100GB for games. Considering the 74GB raptor, it might be too expensive for me though.
~Mobo, probably SLI (possibly crossfire). It seems that Asus and Abit are pretty stable, I havent researched this enough yet. I'm relatively satisfied with my current EpoX.
~Powerful PSU (my current PSU runs slightly under the line ratings on my current system, i cant dream of how inadequate it would be on a dualcore 64)
~DVD Burner
~PCI-E graphics card (ATI or Nvidia, whichever can give me pretty good performance and still keep my budget)
~MAYBE a new case, since this steel one isnt the greatest for cooling, although i might mod this one to have a top blowhole and use it if need be.
So, on my budget, can i get the components i need, and still get quality components for OCing a 146, or should i go with less OCable components in this situation to stick to the budget? I need a cost effective overclock on it, and still want it rock stable. (no overheat issues, no crashing in games, etc).

The 146 isn't dualcore. But it's a great overclocking CPU with 1MB L2 cache and probably the best bang for buck. If you want to go dualcore try and find the 165 Opteron. I wouldn't get an SLI board unless you're really going to run SLI, but since you're on a budget going SLI probably wouldn't be the best option. It would for instance be better/faster to get one $300 card then two $150 cards. So i suggest getting a nF4 Ultra mainboard. ATI Xpress boards with crossfire support are often very expensive and aren't even faster.

Alright. Thinking that I want to go dualcore, so the 165 is something to look for then. Hm. Budget may push me to go to 146 though. As for SLI, my primary reason for considering it was i was thinking to get a 150 dollar card now, and get the same card 2 or 3 years down the road and plop it in, but i suppose its not going to be quite as powerful as just replacing the card for the future $150 cards 2 or 3 years down the road.
Also, that means i dont need to purchase a core right now, as i can hold out for the 165 since its not in shortage from what i can tell. Main reasons for going dualcore is that i hear Oblivion plans to implement it, and i feel like other game companies will follow suit before the Socket 940 board dies out, so i think it would be a cost effective investment for my situation. <<This article>> shows some current advantages in games running on AMD dualcore currently.

Yeah, you're right about the SLI thing. No reason to buy another (exact the same card if you can find it) after such a long time. Put the money you save on buying a non SLI mainboard in the GFX card and you'll be better off.
I know the Opterons are still widely available in the US, but in Europe is't starting to get very hard to find an Opteron 144, 146, 165 or 170. So if you want an Opteron i wouldn't wait too long, all the other parts can wait since you'll have no problem getting those weeks or even months from now.

If you are planning your build for June i would wait & see what is available then for your budget. socket AM2 should be out so that may affect 939 prices.
